After a period of consultation from the IKF Playing Rules Committee, the IKF have decided to change the free pass rule.
Why has the rule changed?
"The subject of changing the Playing Rules from 1 July 2010 is mainly the change of the free-pass to stop the so called "quick-tap free pass". As the research done expressed clearly that the award of a free pass means that the “punishment no longer fits the crime”. The resultant success rate means that the punishment is now too heavy and too close to the penalty.
This new free-pass rule is an interim solution as a special IKF Playing Rules Working Group will further examine the whole set of rules around the free-pass and playing field-conditions."
